"Other laboratories:
The mission team was informed that no private laboratory was registered for diagnosis of equine diseases in Colombia.
The reports issued by the regional laboratories on EIA that the mission team consulted did not include the name of the laboratory that performed the test, or the name of the person issuing the result.
The regional laboratory visited was not implementing any documented quality system. Some procedures were available, but the personnel were not aware of them. It had never been audited."
"5.3.3 Conclusions
The organisation of the diagnosis of diseases of equidae presents significant shortcomings. Many diseases of equidae cannot be officially investigated, including diseases existing in the country. The national laboratory is not sufficiently staffed or equipped, and no external arrangements are in place. The tests required by the EU import health certificates cannot be presently performed.
An inadequate quality standard is applied at the national laboratory. The reliability of investigations of suspicions of equine encephalomyelitides is affected by the lack of discriminant test to perform a diagnostic of VEE, the lack of validation of the test used, the absence of other tests for differential diagnosis of other EE, either exotic or present in the country, and the serious flaws in the reporting system of the laboratory. The deficiencies in the quality standards also apply to some extent to the diagnosis of other diseases of equidae.
The deficiencies in the analytical capacity for diseases of equidae represents a major weakness in the surveillance of the territory and the knowledge of the health status of equidae in Colombia."
